So, I came back after a while and saw that Awesomeeveil1 built a base approximately 52 blocks from my base.

This violates rule #9.

The rule didn't specify exactly what "close" is, but I believe this qualifies.

The coordinates outside my base wall are 12,940.5, 71, -14,386.2. My base is predominately stone, his is wood.

How can we rectify this?

Have you asked the player in game if he would kindly move? /mail send him a message (a nice one please) and see if he would be kind enough to relocate as the world is nice and big. Tell him if he needs assistance moving I'd be happy to give him a hand at finding a place to call his own and to help move his things to said new home. If he is unwilling with your request, let me know and I will see if i can change his mind.
