I'll start out by saying that I don't know how this would work re - permissions and anti-griefing.
I think that a small fenced area at or near the public warp farm that contained some of the animals that are only attainable in the new chunks could be bred and the babies taken back to the breeders base. A nether portal to the roof would greatly help with that. I've thought about this as I realized that my main base is towards the center of the world now and some animals only spawn in new generation. This makes getting them to my base to be a real logistics challenge, especially when there is no way to own/claim the animal like a horse/donkey so if a lead breaks in someone's claim, the animal is stuck there until staff can assist.
A list of the animals I thought this might help with include goats and camels (soon). Feel free to add to my list if you think of any.

New mobs can spawn in old chunks (atm camels spawn in WITH villages meaning they don't respawn / spawn naturally out in the wild) like goats can spawn in windswept hills and frogs can spawn in swamps. Though typically the mob cap in the area is taken up by other mobs but if you kill those mobs then wait around a while in the biome that the mobs spawn in, those new mobs will spawn.

I checked the wiki and it says, 'Groups of two to three goats spawn above opaque blocks on snowy slopes, jagged peaks, and frozen peaks at the surface at a light level of 7 or higher. Goats spawn individually and more uncommonly after the world generation. 5% of all goats spawn as babies.'
I don't see Windswept hills (unfortunate for me since I have these close by.) Your information is still helpful. Thanks!

Ah right my bad, they spawned there in 1.17 but no longer in 1.18+ it seems.
