-Updated #basic-district-guide to V4. (37 -> 27)

-Created #auction-guide. (12)
-Changed the default notification to only @mentions so new players no longer get pinged as often.
-Readded the in game Change-Log.
-Added a District Change Log to the Forums.

-Simplified #basic-district-guide.
-Added info about the Mall of Lost Shops.
-Simplified #advanced-district-guide.
-Featured Shops are now weekly instead of Bi-monthly.
-Featured Shops are now tracked in #featured-shops
-Changed how Freeze Banners worked slightly
-You can now request 2 FB PER YEAR. These requests can be at any time during the year. If you request a FB while you still have one active next to your shop sign, an additional 2 months will be added to the sign. (This allows for players to be away for longer during the 2 big holidays of the year, summer and winter).
-Freeze banners now only last 2 months.
-Included the reasoning why you can't Co-Own the other plot that you are dual plotting with the **CO-OWNERS** section.
-Moved the **Auction Vouchers** section to the #auction-guide
-Added info about trusting non Co-Owner players to your plot.
-Renamed #`branded_and_exiled` to #`Banishments`
-Cleaned up some wording in this part of the guide.
-Swapped #banishments and #evictions-list
-Simplified #mini-district-guide.
-Explained what the levers in the Mall of Lost Shops do in the #auction-guide.

-Moved around and reworded some points in #basic-district-guide.

-Only 1 peaceful mob is allowed per plot (Dual plots count as separate plots).
At the end of the month we will start killing mobs that go over this limit of 1. We will prefer to kill non-pets mob first, but will kill at random when only pet-mobs are left.
