I think one major issue here is that the shopping district allows players to feel entitled to having immediate access to items. We should keep in mind that if this were a full-vanilla server with no shopping district, we would each have to work very hard for every end-game item we wanted. Therefore we should be aware that the shopping district is not the only way to obtain items, it is simply an easier way of obtaining certain items (by essentially paying others for their hard work).
Also as Veil already expressed, I literally don't see how we could enforce these types of anti-trust rules. In order to enforce such rules, we would have to be able to keep tabs on the player inventories, base inventories, and ender chest inventories of all players all the time, in real time. No plugins exist for this kind of thing, and it would be impossible to manually keep tabs on our whole player base.
So as much as it may be frustrating to see players hoarding items, there's not much that can realistically be done. If players put in the work to collect those items or if they legally paid for those items with diamonds that they earned, we will not take away their property.
A socialist minecraft server is no fun. For example, if you invest the time to build an iron farm at your base, you should be allowed to reap the benefits of your hard work. You would be very pissed off if, upon completion, the server admins claimed your farm and made it public property. We could take items from the rich and divide them among the poor, but it would devalue all the hard work that players have put into the server. There is no incentive to invest time if you cannot enjoy the fruits of your own labor.
