To be honest... Even if your brother or someone else stole, it is still your responsibility and your account. If they were to play on your account, you should let them know to read the rules and not steal from people's shops. I'm pretty sure that it's up to the server staff whether to revoke your shopping district ban or not. If you get unbanned from the district, I hope you understand not to steal from it again or from other players (if your brother did actually steal as well).
