Just wondering if something has changed with regards to mob spawn rates since the upgrade?
I've got two with skelly farms and one of them used to be decent, I'd get clumps of 6/7 wither skellys at a time, maybe 8 or so blazes, pigmen and some magma cubes. However now I get nothing, I can stand in the middle of the farm (nether fortress) and not even get pigmen, the blaze spawner will spit out maybe one or two at a time.
My guardian farms seems ok.....but again there was only myself and Massani on this morning and it used to be livelier than it was prior to the upgrade.
Abandoned mineshafts and cave systems, I don't see anywhere near as many mobs as I used to, some mineshafts I can almost go a whole 30 minutes and not see a single mob.
Something definitely seems off? Have we turned down mob spawns due to the aquatic update to reduce the number of cod for example?

May be because I turned down the server view distance shortly after upgrading to 1.13 to combat lag. I can put it back to 10 if we're ready to do so.

The server view distance isn't the main problem. 1.13 spawning mechanics changed a bit, one highlight is mobs won't spawn inside of each other anymore. At about 6:27, gnembon does a good job of explaining it:
As far as the view distance is concerned, changing it probably wouldn't matter for mob spawns. The reason why is because spigot uses the spigot.yml's mob-spawn-range which is a default of 6. Spigot will only use the view-distance to determine spawns if it is less than the mob-spawn-range. So assuming the default range wasn't changed, the server distance going to 6 shouldn't have had an effect because we were already using 6. And if you raised both values to 10, spigot would cap it off to 8. So if anything just set them both to 8 and we won't need unnecessary lag.

Not sure what the answer is, I watched the video but if I'm not getting many spawns I'm not sure if spawning inside each other is the reason.
The farm is approx 20 chunks big (flat surface) and I walked around it for around 8-10 minutes making sure they were all loaded, I think I managed about 4 pigmen and 8 witherskeletons in that time.
Before I'd see that in the first couple of minutes and then it would be constant spawns when I killed them...

Maybe the mob cap was full... Massani does have a lot of entities in his area. Just a wild guess
